[Openinfralabs] Updated Homepage Design Proposal

Hi All -

Here's a working comp of the latest changes: https://focused-minsky-eb6947.netlify.app/
If this looks good, we'll work on some replacement text for the "Latest News" area and then assume that the video and Latest News will be replaced with the Chris Wright's video/announcement on day of.
