[Openinfralabs] Telemetry WG is now the Op1st Telemetry SIG

Following the final meeting in March, the OpenInfra Labs Telemetry
Working Group has decided to reorganize as a Telemetry Special
Interest Group within the Operate First key development activity of
OpenInfra Labs. The group is moving its monthly meeting to the first
Tuesday of each month at 10:30 am EDT (currently 14:30 UTC but will
shift to 15:30 UTC when USA DST ends) according to this week's
announcement[*]. See the group's new documentation[**] for details,
and subscribe to the Op1st community ML[***] if you want to receive
further announcements about their activities.
