Subject: Telemetry Working Group rename and new home
To: Operate First Community List <community at lists.operate-first.cloud>

During the last meetings of the "Telemetry Working Group" [1] in OpenInfra
Labs, we proposed moving the group to the Operate First community and
renaming it to a Special Interest group to reflect its character.

The new charter is based on the initial charter, except for the items that
related more towards "working", e.g. *implement a standardized application
stack*
