[Rust-VMM] Windows CI - not working

Hello everyone,

Long time no talk :)

A quick announcement, it looks like the Windows Buildkite agents are not running anymore. This means that we cannot merge PRs in any of the rust-vmm repositories which also have windows support (vmm-sys-util, vm-memory, others?).

You can see that the windows specific tests are grayed out.

We can do a few things to address this:

- short term option 1: disable the windows builds so we can still merge PRs

- short term option 2: use administrator writes to merge PRs even if the Windows CI is not running

For the long term solution, we should make sure that the Windows agents are started similarly to the Linux ones. We've been working on automation around this for Linux, and we can work on something for Windows as well.

This will take a bit longer though because on our side we don't really have a lot of experience with Windows. We will come back to this mid January most likely.

In the meantime, if you are a rust-vmm maintainer, you can use either option 1 or 2 (or anything else that you might find appropriate). If you have any questions, please let me know.
