[service-announce] Bindep 2.10.0 has been released

I am happy to announce version 2.10.0 of Bindep has been released.

Notable Changes

  * Packaging (https://pypi.org/project/packaging/) is now a required dependency.

  * Support for Rocky Linux is added.

  * Support for Manjaro is added.
