Last call on two specs

Hi,

The following specs have undergone several review cycles and I think they may be in or near their final state.

I'd encourage anyone with an interest to review these and leave feedback.

Zuul Maintainers, I'd like to merge these in a little over one week, on June 11, if there are no significant objections noted in review.
