I proposed a spec to add a new type of job, a "reporter job" at

I also proposed a spec to add RBAC to our web API here:
https://review.opendev.org/967938
These have received some initial positive review. I'd like to merge
them next Wednesday, December 10, if it looks like we have consensus
then, or of course delay it if folks identify problems or need more time
to review.
